Resolving the Indo-Naga issue to have bearing on sub-continental security: Raising

Framework Agreement a rallying point for all subsequent discussions

DIMAPUR, MARCH 1 (MExN): Rh Raising, Convenor of the NSCN (IM)’s Steering Committee said Framework Agreement of August 2015 would have bearing on the security problem of the sub-continent. Speaking at the Consultative meeting of the Joint Legislature Forum (JLF) of the Nagaland Legislative Assembly and the NSCN (IM) Collective Leadership on February 27 in Dimapur, Raising said, “We believe this Framework Agreement solves not only the political problem of the Nagas, but also the security problem of the Indian sub-continent as well.”


His speech, which was released to the media, also touched on the 16-Point Agreement, Shillong Accord, Citizenship Amendment Bill (CAB) and “dangers that threaten” the future.


He described the Framework Agreement of August 2015 as “the rally point” towards a solution and all subsequent discussions based on it. “Except a few points for final touch, we have covered almost all points,” he said, while adding that it was based “on the recognized unique history of the Nagas” with the GoI recognizing the sovereignty, identity and territories of the Nagas.


“It further says Nagas and Indians will coexist as two entities sharing sovereign power.”


He said that the quest for resolving the Indo-Naga political problem has been a “four-pronged strategy” of which the NSCN is a part.


While the NSCN (IM) has been doing its part negotiating with the Government of India, he said that the civil society, elected legislators and the churches have all been advocating in their own distinct ways asserting the rights of the people.


He said that the Nagas have invested enough time and energy “but sadly, the past talks or accords could not solve the problem.”


“We know agreement that betrays the issue of the Nagas never solves the problem because ours is an issue-based politics.”


While regarding the controversial CAB as “an amendment of a portion of Indian constitution,” he said that opening the “flood gate” would be detrimental to the people of the north-east.


Describing influx of illegal immigrants, tribalism and factionalism as matters of great concern, he held that viewing the Naga issue from the “Indian perspective… will never give us the correct answer to the problem rather they will magnify the problem.”


On the parallel call for “Solution for Nagas of Nagaland state,” he posed, “Do our people believe in the concept of building a sovereign state from a broken part of Nagalim? I don’t think so.”


Perceiving the 16-point Agreement as “final should be viewed as the anti-thesis of Naga national politics,” he said. “We are strongly opposed to the notion of developmental package at the expense of national history. Piece meal solution is perceived as a political bait.”


While calling for caution against malicious talk of “Solution without integration and sovereignty,” he regarded it as injurious to the principle of Naga politics.
