ANSTA General Conference 2018 at Viswema held

President calls for re-dedication and renewed professional zeal

All Nagaland School Teachers’ Association (ANSTA) president Ponchulo Wanth today challenged the members that “we should never produce nil results in the Board Exams.”

 

“With re-dedication and renewed professional zeal, we need to reclaim the past glory of the department and build up the image and prestige of the teachers before the society,” Wanth said in his presidential address on day one of the general conference of ANSTA here at John GHSS in the presence of Minister for PWD Tongpang Ozukum, School Education Advisor KT Sukhalu, Youth Resources & Sports Advisor Er. Zale Neikha and School Education & SCERT principal secretary Menukhol John.

 

He said the world is changing so fast so also the system of education is changing.

 

With renewed vigour, revitalized work culture and upgraded professional skills in tune with the fast changing system of education, we have to forge ahead and rebuilding the department, he said.

 

Resolve problems on permanent basis
Regretting that the department of school education has been infested with problems of various forms and nature, he said it should be prioritized and resolve on permanent basis instead of temporal settlement.

 

“The teachers are the nucleus and the nerve centre of school education department, for which the problems of the teachers should be put on top priority in all government polices and dealings,” Wanth said.

 

Stating that the school education have emerged the biggest department of the state as far as the number of employees and budget consumption are concerned, he said “Owing to its vastness, there is always problem of supervision and monitoring from the grassroots level to the top echelon of the department.”

 

He said that decentralization of power and proper assignment distribution among the employees is the need of the hour in the department in order to promote smooth sailing of the whole set up towards attaining desirable goals/quality education.

 

“We spent 20-25 years to get first promotion”
ANSTA president said the problem of promotion stagnation in the department unlike other departments was very extreme as “we spent 20-25 years to get the first promotion.”

 

He said even though there is a provision in the department service Rules 2017 that a G/T can be considered for promotion after completion of seven years, however it never happen in reality.

 

“Instead of 7 years, we remain as G/T for more than 20 years as stated above, over staying for atleast 17/18 years at the same grades. Over and above this stagnation, P&AR in its OM dated 17th Dec 2014 has notified that promotion to the next higher grade will be permitted only on completion of minimum service of one year in the existing grade by the incumbent,” he said adding that in view of the said government office memorandum, even though many posts are lying vacant in the department, yet the resultant vacancies could not be filled up due to non –fulfilment of the said bar.

 

At one hand, vacancies are available, and on the other hand, employees are due for promotion but vacancies cannot be filed due to aforesaid reasons and circumstances, he said.

 

Thus, he said, considering the extra ordinary condition of promotion stagnation in the department and as a compensation for overstaying at the lower grades, the P&AR norms to remain in the existing grade for a year should be relaxed for education department as one time measure to enable the department to fill up the resultant vacancies.

 

He informed that the non-filling of resultant vacancies hampers the smooth service delivery system of the department due to lack of the field officers in the field/schools who are the feeding officers of the department.

 

ANSTA is never anti-department/anti-govt association
Wanth said that ANSTA is never anti-department/anti- govt. Association but it is a constructive strong pressure group of the department and an agent of positive and qualitative change for the department.”

 

“Many service associations are of mere benefit fighting association, however the approach of ANSTA is always in two ways traffic- one for deliverance of goods to our members at par with other employees and the other being to save the department from landing into trouble of litigation and problems,” he said.

 

Despite presence of loopholes, failures, public criticism, scandal etc, in the department we love and care for our department and try to nurture in into a productive and performing department, he said.

 

He said that in the past, there was misunderstanding, communication gap, misconception between the government and ANSTA. However with the effort of the present ANSTA team and cooperation from the present officials, “we have established a good rapport with the government and strong relationship exists between the two entities now.”

 

Ghokimi cultural club performs ‘Kimelipu’
Ghokimi Cultural Club under Pughoboto circle of Zunheboto district today performed unity game called ‘Kimelipu’ at the general conference of All Nagaland School Teachers’ Association (ANSTA) at John Government Higher Secondary School, Viswema.

 

This cultural performance at ANSTA conference was arranged by Sumi Aphuyemi Teachers’ Welfare Organization. It may be recalled that Ghokimi Cultural Club had earlier performed at Inter Cultural Relationship between Southeast Asian Countries in Guwahati and New Delhi. They also performed at Indian Festival in Kuwait.
Further, the Club also participated at the Handshake Concert two times in Bangkok.
