Former personal security officer of Indira Gandhi and now chief ministerial candidate for Zoram People's Movement (ZPM) Lalduhoma has accused chief minister Lal Thanhawla of being reluctant to step down from the CM's post after the signing of the Mizo Accord in 1986 which ended the two-decade secessionist movement in Mizoram.
