A joint team of Assam Police and Special Cell of Delhi Police on Sunday night arrested three persons, who were planning to carry out an IED blast during the ongoing Raas Utsav at Dudhnoi in Goalpara district, from Goalpara district. The three have been identified as Luit Zameel Zaman (24), Mukadir Islam (22) and Ranjeet Islam (24).from
