Assam chief minister Himanta Biswa Sarma on Wednesday alleged that Congress high command along with Punjab chief minister hatched a conspiracy to kill Prime Minister Narendra Modi on January 5 in Punjab and demanded that his Punjab counterpart Charanjit Singh Channi be arrested.
