The Dibrugarh district administration said it had earlier issued notices to the owner and the one of the accused, Baidulla Khan, that the building was illegally constructed, vulnerable and unsafe for the occupants and people nearby. CM Himanta Biswa Sarma said, "Khan is engaged in an illegal money lending business. He is also running an illegal brick kiln. Police are gathering evidence of all his crimes.
