Cabinet decision on CAB too little too late: NPCC
Dimapur, January 30 (MExN): The Nagaland Pradesh Congress Committee (NPCC) while welcoming the Nagaland State Cabinet’s decision to oppose and reject the Citizenship Amendment Bill (CAB) 2016 however feared that this could be “too little too late.”
“After having voted for the CAB in Parliament and after repeatedly reiterating that the PDA Government does not oppose the Bill, what will be the method of withdrawal of support to the CAB with the new change in their stand? It appears they have failed to do their homework,” said a press note from NPCC President, K Therie.
The NPCC said that “such a flip-flop stand of the PDA Government has clearly exhibited that they cannot be trusted with the future of the people and it will not be beyond them to have changed their stand through mere lip service while pursuing to please their BJP driven agenda.”
If the PDA Government is sincere and committed in their stand to oppose and reject the CAB, the Congress suggested that the government “disassociate from the BJP and own moral responsibility for the costly mistake and take appropriate action as is deemed fit and proper.”

Education department envisioning better schools and environment for children
Morung Express News
Dimapur | January 30
Advisor, School Education, KT Sukhalu, said community support is vital to ensure that government schools function smoothly and produce the desired results.
The advisor said though it is the responsibility of the government to provide infrastructure and other developmental aspects of the school but the community too has a major role to play in human resource management and well being of school children.
Addressing the inauguration programme of new school buildings of GHSS Diphupar, funded under SPA and RMSA, Sukhalu said at present there are 1913 government schools in Nagaland to ensure that every child has access to Right to Education and that the Education department was envisioning better schools and environment for school children.
But without community support and cooperation, it will be very difficult for government and teachers to run a school smoothly, he said.
Sukhalu exhorted the students to make best use of their time in school and reminded that there are many aspects to education apart from text books and memorizing notes. Comparing life to a flower which does not bloom forever, he said likewise the students who are in the prime of their life should live and act wisely and always keep in mind what they want to become tomorrow. “From now on you should focus and see that you reach your goals,” he said.
The advisor also said government teachers need to remind themselves that they have chosen the teaching profession to teach with full dedication and commitment.
Urging the teachers to be role models, Sukhalu said that very often parents and teachers tend to lecture their children forgetting that “children will follow what you do and not what you say.”
On the occasion, the advisor School Education also reiterated his commitment to award cash prize of Rs. 1 lakh to any student from government schools who secure top ten positions in the HSLC and HSSLC exams.

NEW DELHI, January 30 (Reuters) – India’s main opposition Congress party is promising to introduce a minimum income guarantee for the poor if it wins power in an election due by May, alarming some big and small business leaders who are asking: Where will the money come from?
The programme – which would be one of the world’s biggest schemes for poor households, supporting around 300 million people – has yet to be finalised.
But already some business organisations say they fear the tens of billions of dollars it would be expected to cost will mean higher taxes and reduced spending on badly needed infrastructure such as roads and railways.
“We are against such freebies,” said Pronab Sarkar, head of a tour company in Delhi and the president of the Indian Association of Tour Operators. “These could be funded only through higher taxes on industry and the middle class.”
Congress says much of the cost of the guaranteed income scheme could come from savings made by cracking down on tax evasion and ensuring existing subsidies on staples such as food and fuel went only to those who qualified.
A senior Congress official, however, speaking on condition of anonymity, told Reuters the party might also consider raising tax rates for the rich to pay for its plan.
“Eventually, it boils to transferring the resources to some extent from the rich to the poor people,” the official said.
Until a few months ago, the grip of Prime Minister Narendra Modi’s pro-business Bharatiya Janata Party (BJP) on power seemed unassailable.
But a series of defeats for the BJP in state elections at the end of last year, and some opinion polls suggesting its support has waned, have raised prospects that Congress could take power in alliance with regional parties and those based on specific groups, such as the lower caste Dalits.
That has meant the minimum income plan outlined by Congress leader Rahul Gandhi this week – which would be in addition to current welfare programmes – is being taken seriously by business groups.
MODI DISAPPOINTS
As the BJP’s fortunes have waned, disillusionment with Modi’s government had been growing among some industrialists, who were stung by a sudden ban on high-denomination banknotes in 2016 and the chaotic 2017 launch of a national sales tax.
As the party seeks to win back voters concerned about low farm incomes and the pace of job creation, Modi’s promise three years ago to cut the corporate tax rate to 25 percent, from 30 percent, has been shelved for now.
The government is expected to announce a series of spending measures and tax changes in an interim budget on Friday costing at least 1 trillion rupees ($14 billion). As a result, the budget deficit targets the government had set for the current and the next fiscal years may not be met.
Concerns that Modi is backsliding on fiscal prudence pale, though, compared with worries about the Congress plan, according to several business people who spoke to Reuters.
S.C. Ralhan, former head of the Federation of Indian Exporters Organisations (FIE), and a leading engineering goods exporter through his company Sri Tools, said India could not afford the minimum income guarantee as it would have to be paid for by businesses and individual taxpayers.
“Congress party’s electoral promise could tilt traders’ and urban middle class voters towards Modi, since they would have to bear the economic pressure,” said Praveen Khandelwal, secretary general of the Confederation of All India Traders.
The view from the business world was not uniform, though.
D.S. Rawat, head of the Confederation of Organic industries of India, said that “rich businesses should sacrifice” to prevent millions of households from being left behind in India’s development. He represents the niche food processing industry with a membership of more than 250 companies.
Government economic advisers said it would be difficult to dismantle current welfare programmes, such as food subsidies and a rural job guarantee programme, to make up for the guaranteed income proposal.
Private economists and the rating agencies, though, warned that Congress’s proposed income support scheme, if carried out without replacing current welfare programmes, could widen the deficit further.
Under Modi, higher spending, along with a shortfall in tax collections, will already push the fiscal deficit up to 3.5 percent of gross domestic product for the year ending in March, overshooting a previous 3.3 percent target, according to a source with direct knowledge of budget discussions.
Devindra Pant, chief economist of India Ratings, an arm of Fitch, estimated that income support of about 5,000 rupees per month for about 260 million people, about one fifth of India’s population, could cost about 4 trillion rupees ($56.24 billion) a year, or about 2 percent of the GDP.
“Whichever party comes to power, government finances are likely to remain under pressure for next few years,” he said.

Commercialisation of Education

Midland | Dimapur
Mushrooming of so called English, medium private school in Dimapur. Exorbitant admission and monthly fees if the school catches the eyes of the public, mainly – for its outward show as well as maintain gradual increase in enrolment of the students. Simultaneously, it starts exhibiting its superiority, claiming special category state as it starts screening procedures during admission of students.
A long queue of admission is generally seen in nursery classes- a separate decorative and favulous wing for the kids in order to entice the kids and parents as well. A bulky school bag, numerous subject books and exercise copies with printed school names, covers, calendar, uniform (2 sets), belt, socks etc. are sold lavishly. The admission of kids for nursery is a big challenge for parents and plight of common man. Needless to mention, many parents feel bitter and indignant but individually lacks courage to complain on the apprehension of untoward happening. It appears apparently that few schools take the undue privilege of selling pile of books at random without thinking soberly whether the books recommended/approved will be useful to the taught in teaching, learning and meeting the needs of kids as exclusively compiled for the age group of 4-6 years.
Even some of the books enlisted below, prescribed as text-books for class 1 in a well-known school of Dimapur, have been prepared from the school itself. Xerox copying process applied, papers binded together in the format of books and charging abnormal high prices. There is neither cover page with author’s name nor publisher’s name.
- Mathematics: Part I and Part III, containing 64 to 73 pages only, Price Rs. 200/- and Rs. 230/- respectively .
- Speaking and Listening: Not at all effacious for Class-1 Kids 2parts – Part I Rs. 270/- and Part II Rs. 180/-
- Tables workbook : Rs. 320/-

On the pretext of imparting good and quality education the school intrepidly collect a hefty bill from each pupil which is a matter of dismay and disdain.

The mire of superstitious beliefs
Rev L Suohie Mhasi
Personally speaking, I commend Mr. Modi the Prime Minister of India for his boldness and large heartedness in his attempt to bring about reformation in the country. But whenever BJP takes over power, the hidden mire of superstitious beliefs starts appearing in the country which endangers the normal life of the people. Once the downfall of the Rule of BJP was caused by Tygi Bill for anti-conversion. Now under GHAR WAPSI 98 christians were reconverted into Hinduism. This is a matter of conscience and belief. So it is up to the people to decide. The Hindu leaders through whom reconversion took place are not to be blamed because it is only accountable to God, rather credit goes to them and in such incident, the people are not to be narrow enough to blame one another.
Regarding cow slaughter, beef is a normal diet all over the world. We have to be humane to all animals and not to be inhumane to human beings. But intolerance is untethered under BJP rule and prohibited of cow slaughter is legislated in some states and violence is inflicted on fellow country men for killing cow for normal meat. It is a wild behaviour which cannot be expected in a civilised country. All such wild behaviours are the outcome of superstitious beliefs.
