The second day of the budget session of the state assembly on Wednesday was rocked by Tuesday’s Behali incident where a toddler was stripped of his black jacket by police before entering the venue of CM Sarbananda Sonowal’s public rally, resulting into an adjournment of house by the speaker and a walkout by opposition Congress.
